Stormwater Management Strategy in Lebanon

Overview

This project supports the development of a comprehensive national stormwater management strategy for Lebanon. It responds to increasing flood risks, water pollution, and fragmented governance exacerbated by climate change and rapid urbanization. The project focuses on strengthening the legal, policy, and institutional framework to enable coordinated and climate-resilient stormwater management across the country.

Funded by the Embassy of the Kingdom of the Netherlands, the project aligns with the National's Water Strategy (2024-2035) and aims to support sustainable and integrated approaches at the national level.

Objectives

Develop a national stormwater management strategy aligned with Lebanon's National Water Strategy 2024–2035.
Conduct a comprehensive legal and policy review of stormwater-related mandates, with a focus on Water Law 192/2020 and overlapping regulations.
Identify governance, institutional, technical, and financial gaps hindering effective stormwater management.
Strengthen coordination among ministries, municipalities, water establishments, and other stakeholders.
Provide strategic recommendations that integrate grey and green infrastructure approaches at the national level.
