Overview
This project supports the development of a comprehensive National Drought Plan (NDP) for Lebanon, a single national framework covering drought monitoring and early warning, vulnerability and impact assessment and mitigation measures. It responds to the country's growing vulnerability to drought and addresses critical gaps in policy coherence, institutional coordination, drought risk assessment, monitoring, preparedness, and investment planning that currently limit a coordinated and proactive approach to drought management.
Implemented by the Food and Agriculture Organization of the United Nations (FAO) under the GEF-funded programme “Enabling Activities for Implementing UNCCD COP15 Decisions on Drought," the project seeks to strengthen Lebanon's capacity for proactive, risk-based drought management through an integrated and cross-sectoral approach.
The project builds on Lebanon's existing policy and institutional landscape and seeks to bring relevant efforts across water, agriculture, climate adaptation, land management, and disaster risk reduction into a single coherent national framework.
Objectives
- Develop and validate a National Drought Plan through an inclusive multi-stakeholder consultative process that brings together water, agriculture, climate, land degradation, and disaster risk reduction frameworks around one national approach.
- Define and prioritize an action plan of drought mitigation measures, informed by cross-sectoral stakeholder consultation and evidence-based criteria, to be embedded in the NDP.
- Develop and endorse a national integrated drought investment plan, translating the priority measures into fundable investment cases to connect policy planning with resource mobilization.
